That's odd. Are you sure it's the brake lights and not the tail lights? I'm pretty sure my tail lights come on with the key so are always on when running. When you hit the brakes they go brighter.
If it is the brake lights, can you start it in any gear? If so, that might just be a faulty or out of adjustment brake switch.
As for the cluster, I don't have an answer to that one, looks like possibly a faulty display to me?
