Will not go into 2WD

The 2WD/4WD cable seized up on my 2011 Tyrex 750. I have taken the cable off, the actuator itself works fine, the vacuum causes the actuator to move in and out when the switch is toggled. My question is, should I be able to easily move the arm at the differential by hand? I cannot, it seems seized to me but maybe it can't be moved by hand and I don't want to try forcing it. It seems to me it should go into 2WD by default, once the cable is disconnected the spring should force the arm forward and into 2WD. Any insights as to if replacing the cable will again allow 2WD to 4WD operation or do I possibly have other problems. Thanks.

I have now removed both the 2WD/4WD and Diff-Loc cables. The Diff-Loc arm moves easily by hand but the 2WD/4WD arm does not budge. Does anyone have an idea as to what the problem may be? It is in 4WD but will not go into 2WD.
